A seed stage investor should be doing a ton of work to help you build your company. When you say that you need to hire a developer, they should be supplying you with names, or trying to run a recruiting event with you to introduce your company to the technical community. They should be burning hours with you on product roadmap and putting you in front of potential business development partners.
